Depending on the time of year they are purchased it may be the plants are just starting to show signs of growth after winter, could have recently been pruned to keep them in good condition or deciduous shrubs could possibly have bare stems due to seasonal changes. We can assure you the root systems are strong and waiting to burst into life*
